A federal grand jury in Kansas City has indicted 11 residents of the Kansas City metropolitan area for their alleged roles in a conspiracy involving fraudulent Paycheck Protection Program loans. The indictment, which was returned on October 28, 2026, claims that the conspiracy resulted in over $400,000 in fraudulent loans being issued under the Coronavirus Aid, Relief, and Economic Security Act.
The defendants, who range in age from 31 to 54, are accused of participating in a scheme in which fraudulent loan applications were prepared and filed. According to the indictment, one of the defendants, Gerri Jackman, prepared and filed the fraudulent applications on behalf of the other co-conspirators and received payments for her assistance.
Gerri Jackman is also accused of creating fraudulent IRS forms for nonexistent businesses and inflating income for existing businesses in order to qualify borrowers for loans. The indictment is the result of an investigation by the US Attorney's Office and the IRS.
