The U.S. Department of Justice has announced its first five arrests in a sweeping federal investigation known as Operation Ghostbusters, targeting an alleged student financial aid fraud network that authorities believe has diverted at least $200 million in taxpayer-funded education assistance.

The investigation centers on so-called "ghost students," fraudulent college applicants allegedly created using stolen personal information to obtain federal grants and student loans. Authorities say the schemes have operated since at least 2021, exploiting vulnerabilities in financial aid programs intended to help legitimate students afford higher education.

FBI Investigation Uncovers Alleged Student Aid Fraud Network

Assistant Attorney General Colin M. McDonald outlined the investigation during a recent press conference, describing how criminal networks allegedly manipulated the federal student aid system to collect payments for individuals who were not legitimate students.

The investigation began after the Department of Education's Office of Inspector General referred suspicious activity to the FBI's Richmond Field Office.

According to the Justice Department's account, suspects allegedly obtained Americans' personal identifying information, including information belonging to people who had never enrolled in college.

The stolen identities were then reportedly used to create fraudulent Free Application for Federal Student Aid (FAFSA) accounts.

Investigators believe the suspects enrolled fictitious students in colleges and universities, frequently using online education programs, before applying for federal financial assistance.

Once the applications were approved, the resulting grants and loan payments were allegedly redirected into bank accounts controlled by members of the fraud network.
